Meta charges per delivered message. Since 1 October 2026 service messages (free-form replies in an open 24-hour window) are free only for the first 1,000 a month per business phone number, then charged at the market’s utility rate. Utility templates are charged even inside a window. Marketing and authentication templates are charged by category and country. Customer messages to you, and messages in the free entry point window opened by click-to-WhatsApp ads (up to 7 days), are not charged.
Rates differ by customer country and currency and change over time. Pre-filling a number would risk showing a wrong cost as if it were official, so you enter the rates from Meta’s current rate card for the countries your customers are in.
