Click-to-WhatsApp Ads: How the Free Window Works and What to Measure

A click-to-WhatsApp ad ends in a chat, not a form. That changes what you pay Meta for messages, and what “a result” means.

A click-to-WhatsApp ad is a Facebook or Instagram ad whose button opens a WhatsApp chat with your business. Meta reports the result as a messaging conversation started, which is not a lead and not a sale. Replies you send to those chats can fall inside a free entry point window that, per Meta’s pricing page, may stay open for up to seven days. Measure the chat, then what the chat turns into.

How the free entry point window works

From Meta’s pricing documentation (updated 30 September 2026, checked 2 October 2026):

  • It starts with your reply. When someone messages you from a click-to-WhatsApp ad, a customer service window opens. If you respond inside it with a marketing, utility, authentication or service message, that message is not charged and opens a free entry point window from the time you replied.
  • It can stay open for up to 7 days. While open, Meta does not charge for marketing, utility, authentication or service messages to that customer. Messages powered by Meta Business Agent are still charged.
  • It needs a phone. Meta says the window applies when the customer uses the WhatsApp app on Android or iOS; the desktop and web apps are not supported.
  • It is shared across your accounts. The window is tracked for the business-and-customer pair, so any messaging account sending from the same business phone number can use it.

Several vendor guides we read still describe this window as 72 hours. Meta’s page now says up to 7 days, so check the page, not a summary of it. The practical rule is the same: answer promptly, because the free window only opens when you reply while the first 24-hour window is still open. See the 24-hour rule and the October 2026 charges.

A conversation is not a lead

The platform counts conversations started. The business needs people who fit, who book, who pay. These are different numbers and the gap between them is where an account is won or lost. Our Seal & Signature case study documents the first number honestly, on the Meta Ads channel only:

Total ad spend was AED 2,778.97, and the figures are Meta’s reported messaging conversations started, taken from the ad account. The second campaign produced 24% more conversations at a cost 19% higher per conversation. That is a choice between volume and efficiency, and you can only see it by naming the metric. What these figures do not show is how many of the 1,205 conversations were qualified, booked or paid; we do not claim that, and you should not infer it from a cost per conversation.

The four-step measurement ladder

Record each step for every chat, so a cost per conversation can be traced forward. A number you cannot trace is a number you cannot improve:

  1. 01Conversation started. What Meta reports. Divide ad spend by this for cost per conversation.
  2. 02Answered in time. Did a person or flow reply inside your promised window? If you cannot measure this, the free window and the customer are both at risk.
  3. 03Qualified. Did the customer fit what you sell, in a status someone chose, not a guess? This is your real lead count.
  4. 04Booked or paid. The outcome. Cost per booking is ad spend divided by this step.

What messaging adds to the cost (worked example)

Ad cost is the larger number, and message fees are small. Take a Dubai business paying AED 2.31 per conversation, as in the case above, and suppose six business replies per chat. Meta’s UAE service rate from 1 October 2026 is AED 0.0576 per message, so six replies cost AED 0.3456, about 15% of the ad cost, if they were charged. Inside a free entry point window they are not. The cost appears when a reply comes after the window has closed, or when a chat runs outside the free window and past your 1,000 free service messages.

The lesson is to reply early and resolve the chat in fewer messages, not to avoid WhatsApp. Check the rate for your own customers’ country in Meta’s rate card, summarised in our October 2026 guide.

Before you launch: five decisions

  1. 01Who answers, and by when? Write a first-reply deadline in working hours, and a rule for out-of-hours enquiries.
  2. 02What does the first message say? One question that moves the chat toward qualification, not a menu of six.
  3. 03What is a qualified conversation? Define it before the ad runs.
  4. 04Where is each outcome recorded? A CRM status or a sheet row per chat, not memory.
  5. 05Who reviews it weekly? Cost per conversation, answered in time, qualified, booked.
